  1. Trade licence for the car rental commercial activity, from the Department of Economy and Tourism (mainland) or a free zone authority.
  2. RTA approval for the rental operation itself, which typically involves a site inspection of your office and parking arrangement.
  3. Fleet registration — vehicles registered under the company name, meeting RTA age and safety standards for a rental fleet.
  4. Insurance appropriate for a commercial rental fleet, distinct from standard personal vehicle cover.
  5. Digital rental contract set-up, since standardised digital contracts are expected for Dubai rental offices — check the current requirement with the RTA before you finalise your paperwork process.
